If you have set "Use FTP config" to "No" skip to step 4).
If you have set "Use FTP config" to "Yes" start with step 1).

Step 1)
Check your control panel --> Configuration Tab --> Command line.
It should say something like: "+oneclick +profile "myserver" +maxplayers %slots%".
The name after +profile is important, in this case that is myserver. Which means we need to focus at the file: myserver.PLR. In case it would say different, use that filename.

Step 2)
Login through FTP or the filemanager, navigate to: \rfactor\UserData\DedicatedServer
Open/edit the correct .PLR file. In this example that would be myserver.PLR
Check under the section [ DRIVER ]
for the value of: Game Description=
It says there something like "Dirt Late Model 2.rfm". Open that file, you can change the tracklist in there.

Step 3) 
Skip if you followed Step 1 and Step 2!

Check your control panel --> Configuration Tab --> Game Description (.rfm file).
If this is set to SRGrandPrix05.rfm you can change the tracklist in your control panel. Else start with Step 1).

Step 4)
Now we know where we can edit the tracklist, we need the correct track names.
These tracknames can be found through the FTP / Filemanager, in: rfactor\GameData\Locations
There are a lot of sub-directories in there.
We need to look for .SCN files!
The name of the .SCN file is needed for the tracklist.

For example, I found: TruSpeedTT.SCN
I then place in the track list:
TruSpeedTT

NO .SCN IN THE TRACKLIST!
