This has probably to do with your port configuration. Check if "Use FTP config" in your control panel --> Configuration Tab is set to "Yes".
If it is set to No, contact support.
If it is set to Yes, make sure your port configuration is correctly.
1) Stop your game server.
2) Login to your FTP server/Filemanager
3) Edit the file: rfactor\UserData\DedicatedServer\Multiplayer.ini
4) Make sure the port numbers are set correctly
You find the port number in your control panel.
Here you find the example of the correct port numbers when your port number is 31297 (check control panel for yours):
Query Port Start="31297" // This is your port number as stated in the control panel
Port Start="31197" // This is the port number in the control panel MINUS 100.
5) Save the file/upload the file.
6) Start your game server.
